## Objective

Update the controlling build specification and feature-lock the next four implementation tranches without falsely representing them as operational.

- Comprehensive Technical Build Specification R3.
- Machine-readable feature-lock register.
- Locked implementation order: Tools, Conversation Mode, Website Builder, Swarm.
- Whisper Large v3 exclusive STT requirement.
- Sonic 3 exclusive TTS requirement.
- Authenticated Flask WebSocket gateway and true barge-in requirements.
- Detailed Website Builder and Agent Swarm requirements and acceptance gates.
- Updated visible module placeholders.
- Regression checks that fail when locked catalogue or configuration values are removed.

## Application code status

Increment 40 operational chat, encryption and offline-sync code is preserved. The four newly detailed modules remain placeholders and must not be presented as implemented.
